(a) Except as otherwise provided, regular municipal elections shall be held each year on the first Tuesday after the first Monday in April.

(b) A second regular election, if required, shall be held on the fourth Tuesday in May. Any matter which by the terms of any ordinance or law may be submitted at any special election may be submitted at a regular or second regular municipal election.
